Board of Trustees

The Mayor is the chief executive officer of the Village, Village Law 4-400 empowers the Mayor to preside at the meetings of the Board of Trustees, appoint all non-elected officers and employees, appoint on of the trustees to serve as Deputy Mayor, who serves in the Mayor's absence or inability to serve, appoint individuals to fill vacancies in both the elected and appointed offices, and other various duties.

The Board of Trustees are the legislative body of the Village and comprised of the Mayor and four trustees. The general powers of the board of trustees are set forth in Village Law 4-412.

This extremely broad grant of power enables the board of trustees to adopt a wide range of local laws to address village concerns as long as the action is not inconsistent with the constitution or certain state laws.

Trustees do not possess any inherent authority to supervise or direct work of subordinate village officers or employees. The responsibility and power to supervise all subordinate village officers and employees is vested in the village mayor. In addition, trustees do not possess the power in their individual capacities to enter into contracts or other agreements or to approve payment of contracts on behalf of the municipality.

Mayor Ralph Urban

Ralph Urban was appointed Mayor by the Board of Trustees to fill the vacancy left by Maria Z. Moore on January 4, 2024. He will serve out the 2 year term of Mayor which began July 1, 2022 and expires June 30, 2024. The Mayor serves as the Village’s Chief Executive Officer and performs the following duties; presides at the meeting of the Board of Trustees, appoints all non-elected officers and employees, subject to approval by the Board of Trustees. The Mayor serves as the Village’s Licensing Officer and executes all contracts for the Village. The responsibility and power to supervise all subordinate village officers and employees is vested in the Village Mayor.

Trustee Stephen A. Frano

Steve Frano was re-elected as a Village Trustee for a 2-year term which began July 1, 2022 and expires June 30, 2024. He serves as the Deputy Mayor and Marriage Officer.

Trustee Kimberly Monsour

Kimberly Monsour was appointed by the Board of Trustees as Village Trustee to complete the term of Ralph Urban which expires June 30, 2024 who was appointed Mayor effective January 4, 2024.

Trustee Rob Rubio

Rob Rubio was elected as a Village Trustee for a 2-year term which began July 6, 2015 and expires July 5, 2017. Rob Rubio was re-elected for a 2-year term which began July 4, 2017 and expires July 3, 2019, was re-elected for a term to expire on June 30, 2025.

Trustee Brian Tymann

Brian Tymann was elected as a Village Trustee for a 2-year term which began July 6, 2015 and expires July 5, 2017. Brian Tymann was re-elected for a 2-year term which began July 4, 2017 and expires July 3, 2019, was re-elected for a term to expire on June 30, 2025.
